The North Dakota Ethics Commission is pleased to announce Commissioners Ronald Goodman and Cynthia Lindquist have been reappointed to their positions with the Commission. Judge Goodman and Dr. Lindquist each bring a unique perspective to the Commission based on their many years of public service across the state. They began serving with the Commission in 2019 shortly after the Commission’s creation by North Dakota citizens in Article XIV of the state constitution.
Judge Goodman retired from his position as a North Dakota district court judge in 2009 and as a surrogate judge in 2019. Prior to serving as a judge, Judge Goodman worked as an attorney in private practice and, prior to attending law school, for a North Dakota human service center in Mandan. He received a bachelor’s degree in Psychology from St. John’s University, a master’s degree in Guidance and Counseling from the University of North Dakota, and a juris doctor from the University of North Dakota School of Law. Judge Goodman also served in the U.S. Air Force. He currently serves on the Oakes Area Community Foundation and the Oakes School Foundation. He is also a member of the Oakes, ND Legion and VFW, the Oakes Lions Club, and St. Charles Borromeo Catholic Church.
Dr. Lindquist currently serves as president of Cankdeska Cikana (Little Hoop) Community College (CCCC), which serves the Spirit Lake Dakota reservation community. She has served in this position since 2003. Dr. Lindquist is a member of the Spirit Lake Dakota Nation in Fort Totten, ND, and her Dakota name is Star Horse Woman (Ta’Sunka Wicahpi Win). As a Bush Foundation Leadership Fellow, Dr. Lindquist earned a PhD in educational leadership from the University of North Dakota, a master’s degree in Public Administration with an emphasis on tribal health systems from the University of South Dakota, and a bachelor’s degree in Indian Studies/English from the University of North Dakota. Dr. Lindquist serves on the Executive Committee for the American Indian Higher Education Consortium (AIHEC) and is a Board member for the American Indian College Fund.
Judge Goodman and Dr. Lindquist’s careers of service bring invaluable experience to the Commission and the Commission is excited to have them continue their service for another term. Commissioners are appointed by consensus agreement of the governor, the majority leader of the senate, and the minority leader of the senate. The Commission wishes to thank Governor Burgum, Majority Leader Hogue, and Minority Leader Hogan for reappointing both Judge Goodman and Dr. Lindquist.
