Dr. Robert Kemp recused himself for reviewing on voting on disciplinary case Investigatory Panel A versus Jeane Casselberry, MD, for having personal knowledge and witness on the events leading to the disciplinary action . This recusal is required pursuant to North Dakota Century Code section43-17-07.2: Conflict of Interest in that at as a Board member, he/she “may not participate in the making of any decision or the taking of any action affecting that member’s personal, professional, or pecuniary interest, or that of a known relative or business or professional associate.”
